Yup. Practically, also, the foot soldiers of a major state are not trained to go torture and slowly kill the enemy combatants; they're trained to quickly neutralize the enemy. You can't take the average Joe and systematically change their psyche to want to torture the enemy; you can't even take the average Joe and tell them to quickly kill the enemy either (see "Men Against Fire" by Marshall, where through interviews, he makes the claim that only 25% of US soldiers purposefully aimed and fired at enemy combatants; his study was later scrutinized and deemed not to be scientifically accurate, though I don't think there was a follow-up study on something like this).
