On one hand it was still a fucked up thing for him to do, but on the other hand it was probably a necessary thing to codify the rulings to be more specific.
Was it, though? Because if there was an actual problem of men pretending to identify as women in order to compete, you would expect that it would be more widespread than just this one guy, who was only doing it to prove a point.

Itd be like if I went around taking all the change from every take a penny, leave a penny tray in order to prove the point that someone acting in bad faith might take advantage of these systems. Sure, no one is actually bothering to do that, and it isnt an actual problem, but it could be!

Would that make me an asshole? Yes. Would it prove the point that rules need to be in place to stop the problem of bad actors from stealing all the pennies? No, because that isnt an actual problem that is happening.

But all that discussion is a moot point, because he wasnt trying to make the point that the rules need to be hammered out and codified to protect womens athletic competitions from interference by bad actors, the point he (and the organization backing him) was trying to make is that trans women arent women, and any step that can be taken to make it harder for them to compete against cis women is a good and positive step. Because, of course, they are bigots.
