I always got the impression that owners of those dogs figure their bites are less threatening and so don't train them very well to not bite. I have a malamute and one of our priorities when training was to teach him to not jump and to not be aggressive. My cousin has a Pomeranian and she just... didn't care. I get nipped by that thing all the damn time. It even bites my dog and he's terrified of her.
