I feel a big part of this is a cultural thing.
Us Americans (possibly western culture in general) can name virus after the location they came from and think little of it. But at the same time, saying bad things about gays and blacks will get you in trouble.
In China, their country is like their religion. Say bad things about their country or Government is highly offensive to them. Naming a virus after their country is also highly offensive to them. At the same time they won't really bat an eye to saying something bad about gays or blacks.
