Yup. Statistically, black children are more likely to have disciplinary measures taken against them in school. Note that doesn't mean that black children are more disruptive; they're just perceived that way due to racial bias. It's similar to how, typically, men think women "talk too much" in college classes, but studies show that the men talk way more.
The cop who arrested the kid is also black. Can't play the race angle on this one. It's more akin to tough love from the black authority.
