This is actually really common in the polls. They almost never include an "I don't care" option, because if the poll doesn't apply to you, you just don't answer.
Yeah, but not having an answer is still a choice, its still relevant. By knowing how many people don't care about something we might end up learning more about it. Polls have to reflect that or otherwise they are badly constructed.
