So that they're basically high during all waking hours of the day. If it ever wears off, they'll just smoke another one.
What's the point of living a life like that when you're essentially sober none of the time? Not only is it a tremendous waste of money (who's funding the habit if you're not working?), it's also incredibly unproductive and probably damaging to the lungs. Aren't there better things to do with life than just get high all the time? I say this as somebody who's constantly surrounded by people who are high, and it gets grating after a while when the people around you can't even properly function until they've had their fix.
