Slug himself just wasn't that great of a villain

The best DBZ movies are Bojack Unbound, Revenge of Cooler, Fusion Reborn, and Bardock.

The first three are mainly helped by great villains.

World's Strongest was crap. The first Garlic movie was really good. It felt more like an extension of Dragon Ball, than DBZ.
