Depends on the context. Nazi Germany clearly had a superior ability to damage the US. If it wasn't tied up in a multi-pronged war against half the world, it would have been a major problem. Likewise, we never caught the full brunt of Britain's military either but they did invade our sovereign soil on multiple occasions, in addition to pressganging American sailors.
