Because they need to cash in on the 007 brand to get asses in movie theater seats. Whether or not I agree with this, I can just see an executive scratching his head and going, " Who wants to see a movie about some random chick in the James Bond universe when we could just make another James Bond movie? "

Assuming she's playing James Bond, and not some feminized re-imagining (the character must be addressed as James and referred to using He/Him/His), I'm fine with this. If she can walk, talk, look, and kill people like Bond, and flirt with Bond Girls like Bond, then go for it.
And if you can find a guy to be your Bond Girl, that's cool too - as long as we're talking about a heteronormatively feminine Bond Girl here and not some gay cowboy looking piece of man candy. Same rules apply, he has to be a convincing Bond Girl. I'd consider it cheating to cast a trans woman in this role, as it's ironically less queer that way.
In short, genderbend the cast all you want, as long as the script stays the same.
