Illinois, I have so many great, authentic cuisines around here from places known for their spiciness that are pretty hot but I haven't felt overwhelmed by spicy food in years.
Most restaurants have to cap the hotness factor and many don't know true heat.
Personally, I've known several Mexican restaurants with a secret off-menu hot sauce that has actual heat.

There is a huge difference between extreme heat and tasty hotness. For some reason, modern culture has decided that super hot that overshadows flavor is the thing to do.
And there is the point at which catering to those incapable of handling spicy food gets outrageous. It reminds me of the time, I'm in Cabo at an all inclusive resort with my family of Mexican descent. We kept asking for an actually hot hot sauce and they couldn't deliver. It why I travel with my own.
