Simple question, simple answer.

While there are some that come close, definite yes from me.
'You lost today, kid. But that doesn't mean you have to like it.'
It's definitely my favorite. I spent so many hours playing that game in the arcades and on SNES.
It's up there. I also really like Battletoads, Dragon's Crown and Cadillacs and Dinosaurs.
"If the day does not require an AK, it is good." The Great Warrior Poet, Ice Cube
I prefer the original TMNT arcade game. But this one is just as good.
"Impossible is just a word to let people feel good about themselves when they quit." - Vyse, Skies of Arcadia
I haven't played any better ones, but I did miss a few classics like the SoR games and River City.

Double Dragon NES comes close (I'm probably the only one but I preferred it to all three arcade ones), and Batman Forever was p good tbh, but that's about it. Battletoads was honestly just too weird for my tastes, and Double Dragon/Battletoads for SNES just felt... off... in some way I can't explain.
Streets of Rage 2 and Final Fight would like a word with you
Diamonds, pearls, krystals, girls, cyanide, poison, roxy!
Dunno about the best and I've played my share of beat 'me ups. Streets of Rage is my go-to.

beat 'me ups

lmao best typo ever.

In fairness, a lot of those old beat em ups were hard enough that the genre might as well have actually been called this.

I liked Battletoads except for the rocket mission. I could never beat it.

It's really good, but I always liked Final Fight, X-men, and the Punisher better. Actually might like the first TMNT arcade game better, too.

For me, Streets of Rage 2 will always be the pinnacle, but Turtles in Time is definitely close
Streets of Rage 2 exists, so no.

But it is great.
spritual powah will never die
Don't be shy to drop a PM to me, I'm always open for conversation.
River City Ransom is underrated

Also the Scott Pilgrim game is great too
it's top 5 for sure.

original arcade TMNT
turtles in time
dragons crown
streets of rage series

sure there's a couple others i'm forgetting that could round up the top 5.
i like Streets of Rage 2 the best
Now Playing: Horizon: Zero Dawn (PS4)
(~);} - Get out the pans, don't just stand there dreamin' - {;(~)
Dragon's Crown
Odin Sphere
Double Dragon
Streets of Rage 2
Final Fight

I'd put those far ahead of TMNT IV, honestly. As well as some others I can picture, but can't remember the names of. To be fair though, to even be mentioned near those five means it's a pretty damn good game, just not the best.
FFRK: BRKB - Eiko - Guardian Mog
FFBE: 885,063,087 - Orlandeau - 931 ATK
It's my favorite, don't know if it's the best but it is my personal fav.
guardian Heroes on Saturn.
What's really good about it is the arcade and SNES versions are different enough that it's worth beating twice.
when you stub your toes it's the SJWs fualt.
Streets Of Rage 2 was great. Id say thats my number two.
'You lost today, kid. But that doesn't mean you have to like it.'
My personal faves, in this order:

Golden Axe
Final Fight
Streets of Rage III
TMNT arcade

Good but hard. Or maybe I was just bad at it.

X-Men
The Simpsons
TMNT: The Arcade Game

HM: The Combatribes
By Grabthar's Hammer....what a savings.
That would be Streets of Rage 2.

Do you mean Batman Returns? Batman Forever was the Mortal Kombat rip-off side-scroll and it was awful.

Double Dragon Neon I think is a lot of fun, but there's something special about Turtles in Time. A lot of nostalgia, but there's also something magical there too, I dunno.

Streets of Rage 2.
A garbage pod!? It's a smegging garbage pod!
It was aight' for its time, but a good bit of beat'em ups made later on is better. Final fight 3 on the snes, alien vs predator in the arcades, dungeons and dragons, etc. (I love the beat'em ups where you get to do command moves in general).
GTag:XlX Zoro XlX PSN:lMadDogg NNID:xMadDoggx https://www.youtube.com/watch?v=FiqjqAROr_E My most pro overwatch POTG ever. Words cannot describe the greatness
I remember loving the shit out of The Simpsons when it was actually in the arcades but it's hard to go back to now. It just feels really simplistic compared to the other classic beat em ups that came out over the next few years after.

Also, and this is maybe just me, but there's something about TMNT that doesn't feel as solid as Final Fight or Streets of Rage. In those two the attack/injury animations and sound effects are done in a way that gives a lot more weight to every attack, while everything feels a little... I dunno, paper cut out, in TMNT. It's a minor gripe, yeah.

Dragon's crown? I thought it was way over priced and big let down. Yeah, i get that the game was going for old school style, but if you're giving as little content as games back then don't charge 40€.

Yes.
I like the modern beat em ups like scott pilgrim and stuff with good combo systems and mechanics and stuff

things like tmnt and streets of rage and stuff was my jam back in the day though, would play them like infinity times per day
I would never have the audacity to call even my most favorite games the best ever at anything.
There can be only one.

Then yes, that game was great
Vote is still split 50/50 down the middle. Nice.
