26 y/o Conservative Sex Offender, John Edgar Rust, a conservative man from Virginia is charged with making racist death threats to kill African Americans at Howard University using the wifi at a Panera Bread Store!!

He posted on a 4chan conservative chat thread on November 11th last year that said "After all, it's not murder if they're black"

Concerns over safety led to students missing lectures at the historically black university as security ramped up.

He was convicted of sexual battery against a minor in 2012 and is on the Virginia Sex Offender Registry who was subsequently banned on the internet...however he managed to get online by using the wifi at a business

He faces up to 5 years in prison after police found his laptop that showed him researching on fireams and explosives

So how was this internet ban enforced? Did they just tell him not to go online and hope he wouldn't? It sounds like they didn't do a very good job.
