Unsurprisingly, it's generally the liberal states which have it legal and the more conservative ones which have it outlawed. When you cross-check it against the red/blue states, you'll notice a LOT of overlap

I'm not sure if it's more a matter that liberals like marrying their cousins or conservatives tend to regulate relationships more.
(And, before you go, "Well, it's not really legal in 25 states!" No, it is, because it's legal in some form but at least 7 of those states have restrictions. In some cases, it's close to a ban.)
As for the prevalence of first-cousin marriage in the US, well, unsurprisingly it's lower than the rest of the world although part of that is likely because of the bans. (And, of course, the data is a bit older now.) It's more common in Europe, Australia, etc, and far more common in parts of Africa and the Middle East.
