Tough call between Strange's cape and Thor's hammer
The cape allows for basically free flying, as opposed to the hammer which requires you to spin it and let it pull you, which isn't exactly the same as full-blown flight. However, considering you get the lightning powers, it might be a fair trade

The hammer because when you spin it really, really fast, it gives you the ability to fly.
