Your inclusion of the word "dominant" changed my definition from "most athletic" to "best at their sport". I think I have to go with Phelps under that designation. He just smoked everyone for like 3 straight Olympics.

Usain Bolt. At his prime when he set records, he didn't even finish seriously because he was just so ahead of the other guys, meaning his records were probably supposed to be a few seconds faster, even. It seemed effortless, and nobody came even close to the guy after he seemingly stopped trying as hard.
