What's important is how they complement each other and how, through that interaction, they convey meaning.
For example, in the famous MGS3 scene--you know, THAT scene--the way the player has to push the button. It's not the height of complex gameplay, nor is it a particularly original story beat, but the way the two complement each other as well as the setup from both directions is what gives it meaning and cements it as one of gaming's greatest moments.
Kinda like asking which is more important to a movie--the story or the camera work. Lemme tell you what, Rocky wouldn't be an all time classic film without the stairs scene, where the shot ascends to the right and then shifts to the low angle to highlight Balboa's monumental rise to larger than life status in his own heart. But the scene also wouldn't mean anything without the context of the story of a nobody with heart being given a shot at the title.
