Honestly there is no reason for the heat to be set so high. You are just wasting resources and contributing to climate change. If you want to be so wasteful I would suggest researching alternate clean energy ways to heat your house and lower your carbon footprint.

You need to have you system looked at. No way it should be that low. Is it running constantly?

But I keep my house at 68. I use a blanket if I am sitting on the couch. You can always get yourself a heated blanket if you are that cold.
I usually keep it 67-70 and turn it higher for a bit to warm myself up if I was outside for awhile when its cold or something.
if the unit is constantly running but not warming up the space, either the heater is dying or the insulation is terrible. are you renting or do you own?
consider a space heater to keep the room you're currently in warm so you aren't paying to heat the entire home.
electric blankets are very cost effective for keeping warm at night.
Renting. This is a recent issue so I doubt insulation is the chief cause. Contributory perhaps.
have you told the landlord you think your heater isn't working properly? do you pay the utility bill or is it included in rent?
If this is a recent issue, has it been colder than normal in your area? I was having a similar issue a few weeks ago. It was freezing when I woke up, despite the thermostat being set to 73. But we were having overnight lows far lower than our usual. It's been fine this week.
