Actually garbage men are paid by tax dollars.
So is the sewer system, where shoveling shit does happen sometimes.
And that's where the "mixed economy" finds equilibrium. Private sewage is lucrative out in the boonies, but it would be (and has been) disastrous anywhere where population density can be calculated by standing in one place and looking at people.
Looking up what was going on before London put in the sewers is more than a bit disturbing.
