The main thing holding Goku back isn't necessarily his non-game origins (though that's a big one right now), but that so many companies are involved with the Dragon Ball IP (Bird Studios, Shueisha, Toei, Fuji TV, Viz Media, and Funimation and the other the various dubbing studios around the world), so that navigating through it all would be a pain.This is a decent argument, but I think they can make it work. If they could get the rights to use Sora (minus all the Disney characters) then they can figure out Goku. Goku's been in tons of games with various publishers and developers over the years. The license can't be that complicated.

They do that with Sanji in Pirate Warriors 4, and they give you a warning if you choose him for a mission with female enemies involved.
