You're right, she certainly has some kind of severe mental health problems to be this neglectful, more than just depression. And maybe if she was given the right health care and warning signs about this behavior were acted on, this horrific accident wouldn't have happened. Unfortunately, it did happen and she's being rightfully held accountable for it, so the next logical step is to put money and resources toward prevention via mental health services.Or maybe she's just a piece of s*** person?
