Banks often don't actually have THAT much physical money either on premises. They often have time locks on larger boxes/vaults, and/or simply don't have copies of personal box keys too.And yet...
They intentionally make it so you can't get much even if you try to rob them. This generally works pretty well, as old fashioned bank heists are rare and nowadays are typically done by lone idiots in a ski mask.

As a former bank teller , yes. The plan is to keep the drawers cash light, but when you're robbed, you give the bait money (holding a GPS) as well as the regular cash to them.All this plus banks have generally decided the risk of losing whatever is in the till is far better than risking liability of a customer getting hurt if the robber is resisted. They want the robber out of the bank ASAP and the robber usually also wants to leave ASAP so to that end banks will cooperate and just catch the guy later where he can't harm customers.
It is exceedingly rare for a successful bank robbery, much less one that gets you more than a few hundred bucks.
