When the issue is true in every state, that's more of a country thing, whereas I'm speaking of an issue that is less universal and more state-based.
Well, Racism is, but to equate whatever Racism occurs in Vermont to anything the south has is crazy.

It might be true that Vermont is mostly white, but that's not as planned, it's just how it turns out.
