More than a few people seem to think it's legitimate or want to treat it as something worth consideration. This is why they dress up their transphobia as some kind of report in the first place.
It's standard procedure in UK politics to give this kind of issue to an 'independent' inquiry. It gets it off the table for a long time, and then everyone can say, 'Hey, I'm not being transphobic. We had a proper report done by experts. We're just doing what they said. Do you really want us to ignore our own experts?'.
