The T-800 has detailed files on Los Angeles area, so he purposefully leads the chase toward the steel plant. If we saw it from his eyes, he probably picked between 3-4 locations that had the potential to kill the T-1000.
The liquid nitrogen was on its way to the foundry to be used for some manufacturing process.
i can buy that. a line of dialog, or a brief moment showing his thought process would have been nice tho. maybe we are just meant to assume that based on his previous demonstrations of knowledge.

Who was the weirdo who thought inserting a guard licking the face of a stranger while they were bounded was a great idea? It offered nothing to the plot whatsoever.
even as a kid i thought that was really weird and i didn't quite understand it. as an adult, i still don't get how it adds to the plot in any way. the only thing i can think of is that it shows how strong Sarah was to be able to avoid reacting. it also shows how deplorable the conditions of the hospital are.
