Generally speaking it would be closer to the latter. 200 yards is the same distance that chickens are in silhouette shooting (IIRC) and, when my dad did competitive shooting, there would be pretty consistently a non-trivial amount of people with 50% (or less) accuracy. If people going to actual shooting competitions aren't consistently making the shot then it isn't too unreasonable to say that they are pretty above-average.
