He refused a promotion to admiral due to having to be at their beck and call and occasionally mocks them. Granted, the most recent manga chapter has got people angry at Garp.

He shows up to God Valley during the genocide of 100K innocenr people by the Celestial Dragons to fight against the likes of Roger and Rocks, who have the best chance of stopping said genocide. Considering this is Rocks's homeland, this is particularly poignant. I mean, LightSnake put it quite blantantly in the Chapter 1160 topic...
Making matters worse for Garp, his own son Dragon (who is a marine at this point) and his squad disobeyed orders to go to God Valley to try to rescue people and/or oppose the Celestial Dragons...and all of Dragon's squad died doing this. Dragon himself is still risking his life, having saved Ivankov/Kuma NY tranqing their would be murderers and rescuing Shanks/Shamrock following their mother's wishes to not have their incredibly evil father (who murdered said mother) raise them...although I guess he fails with the latter.
I think its a lawful good type thing. To Gary, my guess is that
the evil World Government is the only thing standing in the way of complete anarchy and hed rather have tyrants rule and try to oppose the more evil of the pirates than the evil pirates ruling, which he sees as the alternative.
