He refused a promotion to admiral due to having to be at their beck and call and occasionally mocks them. Granted, the most recent manga chapter has got people angry at Garp.
He still works for them. He still defends their power structure.
He gave his grandson brain damage as a child and
still
encouraged him to join the Marines, knowing what they are. Garp is a terrible person with good intentions.
