I don't think 9/11 happened in the DC Universe.

Edit. Upon looking into it, it seems Simon Baz's backstory involved 9/11 so it did happen. I think Joker would've still been "Jack" when it happened so he probably mourned like the rest of America.

I doubt he could stop the first plane as no one even knew what was happening until it hit

Unless he could hear the scared passengers. It depends on the writer, but sometimes he can do stuff like that. But either way, he should have been able to stop the 2nd plane probably, and definitely would have been on scene to save the people in the towers

I edited my post but I'll put it here too. I looked into it and it turns out that Simon Baz's backstory involved seeing the towers get hit.

With him being so young here, the rest of the JLA (Clark, Bruce, Barry, Hal, Arthur?) and the Joker were probably kids too when it happened.

It's really easy to explain why Superman didn't stop it. Just say he was beating up someone on Apokolips. The whole thing happened in like minutes. It's not that hard to keep him occupied elsewhere for a short time.

If he was actively listening for it. Terrible stuff is happening all over the Earth every second, and Clark can't pay attention to all of it constantly.
