Like, his knee was obviously down. Why was he allowed to get back up and keep running?

Because he wasn't touched by the defense, a crucial element of a play being ended.

Its not college. He wasnt touched and he obviously wasnt giving himself up

Yeah the player either needs to be touched before, leading to the knee/elbow touching the ground, or after before they get back up. Otherwise unless they give themselves up and stay down, the play continues.
I took out my gopher-chucks, and proceeded to BOOGIE DOWN!

Oh does that apply to WRs that do a dive catch too?

It should. But I can't blame any of them for staying down and simply securing the catch.

Yes. Same with defenders who make diving INTS or jump on a fumble. If they arent touched they can get up and run.

Yeah, I've seen a tons of WRs do it after catching. They fall and were never touched and they just get back up and get moving.

Well if they are touched first than it's OK for the other team to touch after. You can always be ready to touch first, but be ready secondly.

Yeah, the rule changes between college and NFL.

In the 2023 XFL, they used the NFL rule and a Vegas player fumbled the ball and nobody realized it for a few seconds because they all thought he was down via the college rule, lol.

Dude got back up, and flipped the ball in frustration, and then a few seconds later everyone jumped on it, lol.
