A tariff is just a specific kind of tax and in a sense yes a state can pass tax laws that specifically target imports but like.... You're not importing anything from New York into Texas. It's the same country. There's not a way to tariff another state because it fundamentally makes no sense.
It's like saying you're revoking visas of US citizens from New York who are visiting Texas.
