Silent Hill 2 will always be the scariest game to me. The sense of overwhelming dread and depression is unlike anything I've experienced in media.

the first time experiencing PT was unreal
special shout outs to DpObliVion and JDTAY , who did well in the contest and normally play the piano when these scenes play

I'm gonna go with Silent Hill 1. I don't think anything in any media has scared me more than Otherworld Midwich Elementary School . The atmosphere was a true work of art that was dreadful, suffocating, and made you feel like you were in the deepest darkest part of hell. Just amazing.

Silent Hill 1 > P.T > Silent Hill 2

As far as scariest games are concerned.
