Pretty sure the reason they didn't shoot it down until now is that something the size of a couple buses falling at terminal velocity in an unpredictable debris radius (like it's not so simple as just drawing a straight line down from its location in the air) was considered undesirable if, god forbid, it landed on people/buildings.
