in the same thread he confirmed that Zangief has essentially replaced him, something many people have told me, which I usually reply with that doesn't stop there being 5 shotos per Street Fighter

Haggar was supposed to be in SF2 but they thought there were too many Americans

but essentially Zangief became THE grappler of SF, which is what hes probably saying

It was such wasted opportunity to not have Haggar in SFIII where Zangief wasn't in the game. But no, they had to bring Hugo instead.

Yeah, it feels like a missed opportunity not to bring him back when they've had a lot of Final Fight characters over the years.

i wouldnt mind if they just did the Echo fighter thing with him and made him a full clone skin of Zangief
