My laptop isn't really a high end gaming one (it crashed when playing the RE4Make demo) so lower specs games are welcome.

And ideally it's turn based or can be played in short bursts and doesn't have a super involved story.

Maybe Monster Hunter World? It's not that low spec, but it's several years old so I don't think it'll be too bad...

(on a non-localised note, there's also the first qp shooting, the xmas shooting expansion for it, and several april fools bonus games... and some ancient freeware games too. will say though that the orange juice circle made some stuff with standout innovations in the (usually shmup) genres its games fell under and all of them are totally worth it)

oft forgotten official spiritual successor to Syobon Action aka. Cat Mario. I adore its design philosophy where the traps aren't that hard to avoid, they're all just there as pretty much one-off pranks and there's just A LOT of them. I heartily recommend the indirect sequel, Magipon, as well (linked below, it's dlsite-only sadly)

i'm very biased since i was a big fan of this game long before i got a chance to play it, but it's a very nostalgic raising sim that was one of the only games the china-based indie team circle entertainment ever did before going all in on localising small japanese indie releases on various (mostly nintendo) consoles to global audiences and refreshingly even nz). this game's protag became the company's mascot so i'd been very interested in it for a long time, and it was pretty big for me when it got a steam release, as well as a localisation a few years later
https://store.steampowered.com/app/1268140/Lair_Land_Story/

path of the abyss just came out a week ago, i'd say you're best off waiting for it to exit early access before playing since there are a few issues presently and the translation could clearly be better (and will be) but it is probably the best wizardry-like game of 2023 (granted i only know about two and it's the only one i've actually played lol). While it remains in EA, it's only $7 and I'd definitely say it's more than worth that. Honestly, the music alone is worth more than that (hypothetically and also literally), it's a real contender for soundtrack of the year too.
https://store.steampowered.com/app/1768650/Path_of_the_Abyss/

CaveFiction is a... weird game. It's quite short and really terrible but i also feel confident saying it was worth it at least. It's only about $3 after all during the current sale and even outside of it it's very affordable https://store.steampowered.com/app/1955490/CaveFiction/

Enjoy the diner is also a weird game, but a less hit or miss one. Secretly I kinda wish they hadn't gone and ported it to unity but besides that it's good.
https://store.steampowered.com/app/2336980/Enjoy_the_Diner/

A lot of fans cannot stand the sacrilegious changes this game brought to the kawase formula, but for me I thought it was... actually, perfect. putting kawase in a big sandbox world (well, actually more like a small handful of them) metroidvania style while retaining the level structure in the form of missions was brilliant in my opinion. encouring extensive exploration of the world as a whole was something exactly up my alley for the series, and i was frankly smitten by the bright and fun aesthetic. hot take, this game is kind of like the wind waker of kawase. it's fresh
https://store.steampowered.com/app/1272680/Umihara_Kawase_Fresh/

and this is the even more frequently ignored smash clone. it's not exactly a party game you'll be able to get casual friends to tolerate with you BUT it is kind of fun.
https://store.steampowered.com/app/1271620/Umihara_Kawase_BaZooKa/

this game's weirdly enough more connected to the above two games than any of the other cotton games that have been coming out or getting ports as of late, since it's actually a crossover title. has a superlatively good soundtrack, superlatively cool cameo characters and stages with brilliant gimmicks, and usually superlatively extreme pricing too, but fortunately it's dropped enough now thanks to (undeserved) poor sales that we're already hitting sub-10usd. oh yeah, also it's very beginner friendly for a shmup (infinite continues)
https://store.steampowered.com/app/1364760/COTTOn_RocknRoll_SUPERLATIVE_NIGHT_DREAMS/

anyway this is the real best shmup of last year (and perhaps of the last several). it's flashy, it's crazy, it's... honestly relatively easy, but it's still an absolute experience

speaking of experiences, hellsinker remains a whole other beast

with the release of their next game Astralbringer, now's a good time to dive into this surreal series of supposed shmups loaded with mechanics unlike any other

I haven't really been keeping up in a while but I think this is probably the best Suika Game clone on steam since it has multiplayer and a garbage block system like puyo puyo (also some neat growth/shrinking mechanics)
https://store.steampowered.com/app/2661210/WhaleGameOnline/

This is untranslated, but one of the indie games from this year i was most interested in. In many ways it is probably the best roguelike time-loop adventure game this year, and I liked Loop8 tbh.
https://store.steampowered.com/app/2348880/_/

This game's a pure homage to 80s japanese adventure games like portopia or famicom detective club. It's unfortunately very linear, but it's quite authentic (save for the use of smartphones). I had the untranslated version since a few years back but never got around to it, finally picked it up again on switch a couple of days ago though and enjoyed it quite a bit. Unfortunately though it's not on sale currently, but since it's 9.99usd by default i figured i'd mention it anyway
https://store.steampowered.com/app/2265440/Retro_Mystery_Club_Vol1_The_IseShima_Case/

speaking of retro indie stuff... ternox's games tend to be a little undercooked, but great value for their price, and this one is no exception. if you dig the aesthetic of the trailer, you will probably get this game
https://store.steampowered.com/app/1539140/STONKS9800_Stock_Market_Simulator/

it's definitely not perfect, with its very awkward cutscenes and all, and the soundtrack is I believe to this day still using unfinished versions of the songs... but it's still an excellent mega man clone
https://store.steampowered.com/app/1944060/Super_Alloy_Ranger/

wholesome little doujin vn with gameplay. the devs definitely deserve more support too so had to promote
https://store.steampowered.com/app/1647740/1f_y0ure_a_gh0st_ca11_me_here/

a fun more homage to more western classic adventure games, but really kind of its own thing aesthetically. i liked it
https://store.steampowered.com/app/1810270/Blood_Nova/

going to continue on another post because i just realised i went well over the limit oops
tried out a prior release of this game once a long while ago. it's a fun 1v3 game of hide and seek tag that's relatively well balanced. back then i definitely don't remember it having all this dlc character stuff so that's kinda neat
https://store.steampowered.com/app/1715980/Bail_or_JailOBAKEIDORO/

one of the cutest and goofiest earthboundlikes, if one can even call it that any more. sadly untranslated
https://store.steampowered.com/app/1753270/Ketchup_and_Mayonnaise/

never got around to picking up this steam version but i have to say that as a doujin shmup this game goes hard, especially for a fangame
https://store.steampowered.com/app/1848730/IKUSAAAAAAAN/

this game is HARD but i can't help but love it
https://store.steampowered.com/app/1280300/Steel_Assault/

compared to some other indie metroidvanias out there, this one is VERY metroid-based so don't expect a huge amount of genre innovation here, but it is honestly quite good and underrated
https://store.steampowered.com/app/1368410/PSYCRON/

that low stress fun vibes type of indiegame that you see more of nowadays, this is one i played i think when i had a game pass trial or something to that effect. like most wholesome games, it's hard not to like tbh
https://store.steampowered.com/app/1273750/Button_City/

fun little solo-developed retro platformer parody basically. has some real charm to it
https://store.steampowered.com/app/1579310/Light_Infantry/

i am never going to beat this game but that's okay
https://store.steampowered.com/app/1493910/COROPATA/

by contrast it is virtually impossible to not beat this one, as it's a very short and wholesome clicker game where clicking is 100% optional
https://store.steampowered.com/app/1476340/The_Adventure_of_NAYU/

There is a more "feature complete" version of this also on steam but this one is still one of the most iconic doujin games of the last decade imo, and thanks to that other version this one is an absolute steal now. it's an odd game really, that starts off as a slice of life adventure game before making a hard shift into a dungeon crawler. it's not perfect, but the level of polish is still impressive for what it is, and it's super charming too
https://store.steampowered.com/app/842810/Mrchen_Forest_Mylne_and_the_Forest_Gift_Legacy_ver/

roguelikes and/or games with deckbuilder elements are a bit of a plague all over the industry and everyone knows it, but the novelty of asking the question "what if we DID have cards in it though" actually does provide interesting results at times, like here. the world according to girl is a brutal game, but also perhaps the coolest raising sim out there
https://store.steampowered.com/app/1860600/the_World_According_to_Girl/

another good raising sim to come out of this raising sim renassance period the last couple of years has unexpectedly provided. i was pretty surprised when this one actually exploded in popularity after release, breaking iirc 600k sales in china in very little time and becoming the best selling indie title in china for the year... overall, it's a neat game with a lot of unique elements for the genre and i think it's pretty cool. not as unique and cool as the world according to girl but hey
https://store.steampowered.com/app/1669980/Volcano_Princess/

in a way this is also a "raising" sim but in the sense that it's a citybuilder lol. it's a very tiny one where you can breeze through runs pretty damn fast, but it's pretty fun. tl is poor though
https://store.steampowered.com/app/1581170/The_Hundred_Year_Kingdom/

played the switch version and it's honestly an alright if terribly dated original tcg game. i think this steam version is way more feature complete though, the switch version totally missed out on the dlc campaigns this one had...
https://store.steampowered.com/bundle/1569/Eternal_Destiny__Complete_Bundle/

and i suppose finally because i feel like arbitrarily ending here, this game's a hard clone of... actually i forget what it was a clone of exactly, i just remember it uses a common engine. BUT, I still like it quite a bit, and it still gets updates these days which is pretty cool. it's pretty much like a more modern nobunaga's ambition game in a way, in how there's a sort of turn based structure but with lots of realtime elements
https://store.steampowered.com/app/420520/Lost_Technology/

absolute peak 3D fighting game
https://store.steampowered.com/app/355240/NEO_AQUARIUM__The_King_of_Crustaceans/

it's an italian weeb's touhou clone but conversely... it was the first "touhou" game on steam, and it's free, so it's an easy rec
https://store.steampowered.com/app/368950/Jigoku_Kisetsukan_Sense_of_the_Seasons/

and here's some more i have on my own radar or my library but can't rec yet since i haven't tried them

I think more people should play Ocnus Theory, I've put a few hours into it so far and it's super nifty. You're a cube that grabs onto objects Katamari-style, and you use that ability to do precise navigation and physics-based platforming in a mysterious Metroidvania world. There's a Getting Over It element of climbing up and falling down, but there are a lot of checkpoints you can spawn to so it's not too punishing and also very easy to pick up and put down. On sale for under $10 now.
