Ramuh is around a lot but I've never found him remotely notable. He's just some old dude. Has he ever had an interesting role in the plot?
I voted Leviathan, who was once on Bahamut's level of importance in the early games but is still an iconic design who is instantly recognisable. Can see the argument for Odin, though.
