From what I gather there is a list of mandatory quests, and a list of optional ones, the later which you need to do a certain % of. So just do a lot of quests and explore areas and stuff.
He had one quest in his inventory and finished it then unlocked Silk and Soul, so that was likely what he was missing.

I think it's on both here, if it was another shopper who took it. The cart being empty and unattended does make it free game, but also why would someone decide at the entrance "eh I'm not gonna get a cart" and then see one and be like "oh actually changed my mind!" Like I don't get the mindset.

It could have been a store employee though, I think they're supposed to return them to their posts if they see empty ones strewn about.
I am terrible for that. It's typically a case of "I don't need a cart for the one or two things I intend to grab" and turns into "Oh shit! I should have grabbed a cart for all these unintended or extra things the wife asked me to grab."

Granted, I don't snatch other people's carts, I just force myself to suffer lol

This is the crux of the issue my wife and I are having in regards to this question. I don't agree that there should be considered one "correct" answer. Where as my wife does. Her answer happens to coincide with the academic book and she is being very rigid in her attempts to teach our son about "inference" when it comes to the school subject of English or Language Arts.

Teachers are on strike in our area and so instead of letting our kids just sit around and do nothing we are being proactive and trying to keep their brains active by going through their core subjects.

I personally think that having the "correct" answer is less important than being able to properly articulate how and why you have inferred your answer but my wife is arguing that getting the correct answer is more important.
