You covered Steps 1 and 3, but you forgot Step 2, which is "designate your political opposition to be members of the terrorist group." The bonus step - not necessary for a fascist power grab, but still a cherry atop the authoritarian sundae - was to delete public records showing your side is actual terrorist threat to the country.
