Neato just trying to make it so I'm forcing myself to only play what I have on hand right now. That's 10 games on the DS and 5 games on the Switch plus some digital games but I'm not counting those since they cant be put in the safe.

Took the battery pack out of my safe and had it hidden. Now whatever I had out of it now is what I have access too. Nothing can be put in or taken out.

Now maybe I'll actually beat something.

Hercule taught Fat Buu that killing was wrong and became a sort of father figure to Buu. Then two gunman trying to get famous by killing Buu accidentaly seemingly killed Hercule which made Fat Buu release Evil Buu. Evil Buu absorbed Fat Buu becoming Super Buu a complete monster that was a genocidal maniac.

It increases the damage of Electric moves by 1.5 for every charge you make, as well as a 1 stage boost to Special Defense. Can I make this a makeshift defensive move on a Pokemon with no Electric attacks?

Not really, look at Conker's Bad Fur Day. The N64 version had all the sexual puns and swears uncensored while the Xbox remake everything was censored.

The card text is unclear. Is "You may only Special Summon this card into face up Defense position." a restriction, or a summoning condition?

If it's equivalent to "Must be special summoned by a card effect. Can only be special summoned in face-up Defense position." then the card is useless.

If it's equivalent to "Must be special summoned (from your hand) in face-up Defense position", then it's an universal free summon and would probably see play in various decks.

It's the latter, you can only summon it as a Special Summon and only into face up Defense position. You cannot normally summon a monster into that position it needs to be a Special Summon.
