No, there are other benefits for pre-ordering digital games. Stuff like pre-order discounts and sales, and pre-order bonuses. Since Witcher 3's first real trailer debuted at Microsoft's E3 press conference in 2013 (two years before it actually came out) I could see them debuting a real trailer for Cyberpunk 2077 even though it's probably not gonna be out until 2019. And it could even tie into the Xbox Scorpio, which I'm sure Microsoft is gonna spend a good portion of their E3 conference talking about.
