Are you assuming DSP would bathe and take care of himself even if he was happy with someone? Being dirty and unclean is just part of his personality. It's not the same situation. It wouldn't really surprise me if he does have one or two friends that he just hides from his online life. I don't know who would be crazy or stupid enough to be friends with Phil, but it's also not that hard to believe. He hides things all the time. The Netherlands doesn't have such archaic thinking. People with LD (Learning disability), can use their disability allowance to access prostitutes and stuff -- so they can achieve higher on "Maslow Hierarchy of needs".

However, Steffenfield does bring up a good point -- I would have a look at "your" local legislation, I know in the UK it used to be sexual assault/rape for someone to have sex with someone with LD, until like only 10 years ago [Yes, as inhumane as it sounds -- they expected people with LD to remain celibate. Which meant you had the ludicrous scenario of "group homes" for people with LD, full of people with rape charges, because they had sex with each other (and both were charged with Rape/Sexual Assault).

Most serious charges are charges no matter what the country you go to says -- which is why in Sweden using a prostitute is illegal, even if you travel to Germany (where it's totally legal, and prostitutes even accept Credit Cards), you can still be charged in Sweden if you're Swedish.
I think the US, some things committed outside the borders are still illegal even if the country you're in, they're legal.
