If that's the metric, Timothy Dalton was only in two films and both of them were kind of bleh. Or even Pierce Brosnan, who was only in 4 movies and 3 of them were trash.

Which is a shame, because Pierce Brosnan may be my favorite version of Bond. He just got shit stories apart from Goldeneye (which was awesome).
