You've not been around homeless, I guess? The homeless have a lot to lose from "breaking", the authorities will be on your ass in a heartbeat, in some countries they're just waiting for an excuse to get you out of the area (and in others they don't even need an excuse).
If you think the poor are disenfranchised, then the homeless might as well not have an enfranchise and people, including the authorities will know it, and if you think they cut corners when dealing with poor, they cut whole sheets of paper when dealing with the homeless.

Realize that one day you will go to sleep without ever waking up, but that's okay because when you were born you woke up, without ever having slept.
