Japan and a lot of Asia are harsh on drugs, because they've seen the effect of smuggled Opium, that were literally run by the West in order to try and weaken their civilization, and cause a trade deficit.

When they tried to remedy this through force, the West beat them (Opium Wars), and then made them sign an unequal treaty.
So, their only remedy was to be harsh on drug smuggling done by their own people, to try and balance it out (as at the time, any Westerners could only be tried by Westerners and not the host country).
