I have, though it's rare. It's mostly used as justification for never working the upper body and only working the lower half/doing cardio. There's a girl I work with who ran track or cross country in high school and says she only does cardio at the gym because that teacher told her lifting weights = bulking up = slowing you down. Though I think even for those they'd at least want to enhance their leg muscles beyond what cardio alone offers. I get that, I also ran cc/track and we did have coaches tell us the same thing.
