The issue is there was a bi-partisan deal, but Trump threw a massive bitch fit because there wasn't funding for a wall, something republicans have been trying to insist is metaphorical. Congress had to go back to the drawing board and scramble to come up with something last minute, and that obviously failed. 5 republicans voted no on the last-ditch bill while 5 democrats voted yes. If Trump had just agreed to the original deal this shit wouldn't have happened. Of course Trump himself has been hinting he wanted something like this to happen since May Also turtle boy McConnell declined to hear a bill about guaranteed pay for military families during this shutdown.
