Butter contains water, that's what makes it soggy, use ghee or clarified butter with the water cooked out.

I used to just cook popcorn on the stove in a large pot, but I got an air fryer on the cheap so I switched to the above. If you cook the popcorn yourself, experiment with different oils, olive oil and butter work very well together and by the time the popcorn pops, the water has been cooked off.
