Im pretty sure weve seen Barry use tornado arms to slow his falling before. Thats the writing though, I mean a few episodes ago there was an episode where barry was moving so fast that the whole episode was taking place in 10 seconds. And yet in the episode you are talking about that woman "got away". That is just some poor writing that he can move that fast, but if a bad guy is out of eyesight he gives up even though he could easily search the whole city in less than a second. Arrow is just horrendous at this point. The only good super hero show that has a 21/22 episode season is Agents of Shield.
