None of these are characters I find memorable or particularly likable in what time they have despite having arguably more plot significance and/or characterization than characters like Dona or Isaaru or Braska.

I agree on Braska, and I honestly can't remember a thing about Isaaru, but I don't think it's fair to lump Dona in there. Dona definitely has personality (aka being a rude condescending asshole). I don't like her, but she's a real character for sure.

I like Sephiroth but I don't recall prioritizing him. Even among FF7 characters I like Cloud/Zack/Yuffie/Rufus better.

On the other hand, if the alternatives were Steiner and Lightning then Sephiroth is the obvious choice tbh
