From the perspective of CW, that also has the added benefit of being a lesbian relationship which fulfills their progressive shtick. A romance plotline is kind of in an awkward spot. All the current characters are already claimed, so they'd have to introduce a new character. Assuming they don't want the romance to just end at the end of the season, that's a permanent addition to the cast they'd have to make. Now that I think about it, her friendship with Lena sort of has all the hallmarks of a typical romance in these shows. Looking at the summary of his appearance, I think it's more likely he was a plot device to show Kara choosing Supergirl over a more normal life. He's set up as a love interest, but she breaks it off by saying she doesn't have room in her life for a relationship at the moment. This was also in season one where Kara/Jimmy Olsen was the terrible endgame, so I really doubt they were planning to set up an entirely different relationship arc. Funnily enough, Melissa Benoist later met her future husband, Chris Wood, on set.
